President Barack Obama said Tuesday he's hopeful Congress will renew a 2-percentage-point cut in the payroll tax before it lapses at the end of the month, but said it's important to also renew jobless benefits for millions of the long-term unemployed as well.
"Just pass this middle-class tax cut. Pass the extension of unemployment insurance," Obama said at a White House appearance. "Do it before it's too late and I will sign it right away."

Obama made his remarks a day after House GOP leaders dropped plans to require spending cuts to cover the nearly $100 billion cost of extending the payroll tax cut through the end of the year. The Republicans decided instead add it to the nation's $15 trillion-plus debt.

The GOP turnabout could rile fiscal conservatives but party leaders want to make doubly sure they don't get the political blame in case the tax cut — which delivers $20 a week to a typical worker making a $50,000 salary — is terminated.
"Washington shouldn't hike taxes on working Americans right now," Obama said. "But that's exactly what's going to happen at the end of this month, in a couple of weeks, if Congress doesn't do something about it."
In the Democratic-majority Senate, a top leader said the proposal was "a major step forward" even as other Democrats worried it could jeopardize efforts to renew unemployment benefits for millions of the long-term jobless and efforts to forestall a scheduled cut in fees to doctors who treat Medicare patients. Those proposals would remain in the hands of a House-Senate negotiating panel that's looking for spending cuts to defray the deficit impact.
The idea is sure to be a topic of conversation Tuesday at the weekly closed-door conferences of Senate Democrats and Republicans, and House Republicans will gather Tuesday evening to discuss it as well.
House Speaker John Boehner, R-Ohio, Majority Leader Eric Cantor, R-Va., and GOP Whip Kevin McCarthy of California said Monday the House could vote on the payroll tax measure this week but the renewal of jobless benefits and the Medicare "docs' fix" still would have to be paid for with spending cuts elsewhere.
The GOP statement came after intense talks over the weekend failed to produce an agreement. Republicans were pressing for pay cuts for federal workers and requiring them to contribute more to their pensions. They recoiled at a Democratic proposal to raise Transportation Security Administration per-ticket airline security fees.
"Democrats' refusal to agree to any spending cuts in the conference committee has made it necessary for us to prepare this fallback option to protect small business job creators and ensure taxes don't go up on middle-class workers," the GOP leadership statement said.
Without action by Congress by the end of the month, payroll taxes will rise for 160 million Americans. The 2-percentage-point tax cut would deliver a tax cut totaling $2,000 this year for someone making a $100,000 salary.
Democrats were encouraged and said the development could break an impasse over the payroll tax proposal and the other expiring provisions.
"This is a major step forward in these negotiations," said Sen. Charles Schumer, D-N.Y.
"We've been making the point that when (it comes to) tax cuts for folks at the very top, the House Republicans went to great lengths to change their rules to say you don't have to pay for those," said Rep. Chris Van Hollen, D-Md. "And yet they've been saying that when it comes to a short-term, 10-month payroll tax cut for middle-income people, all of a sudden you have to pay for it."
But Democrats warned that decoupling the payroll tax from the larger legislation could jeopardize efforts to renew the jobless benefits and the fix to the Medicare payment formula.
"It's completely irresponsible to leave behind nearly 5 million unemployed Americans whose benefits will expire and 47 million seniors and disabled Americans whose access to health care would be jeopardized," said Rep. Sander Levin, D-Mich., a member of the 20-lawmaker House-Senate negotiating panel.
"There is no reason all three of these priorities cannot proceed at the same time," House Minority Leader Nancy Pelosi, D-Calif., said.
The GOP move reflects a desire by party leaders to avoid a political hit if the payroll tax expires at the end of the month. And it would avoid burdening businesses with uncertainties regarding their payroll systems. On the other hand, jobless benefits lapsed four separate times — including a seven-week interruption — in 2010, and delays in adopting the Medicare fix can be dealt with by delaying the processing of Medicare claims.
"It is prudent for our leadership to take whatever action is necessary to ensure American workers are not hit with a tax increase on March 1," said Rep. Dave Camp, R-Mich., the lead GOP negotiator.
The White House did not embrace the House leadership idea.
"We are willing to work with them to offset it in a responsible way," White House press secretary Jay Carney said. "And we expect Congress to get its work done and to extend it — the payroll tax cut, unemployment insurance and the doc fix." But Carney added, "Let's just see how this process plays out."
The move by the GOP leadership still would leave it to negotiators to come up with $30 billion or $40 billion in deficit savings to extend jobless benefits averaging about $300 a week to people who have been out of work for more than six months. Republicans have pressed to cut the number of weeks from the maximum 99 permitted under current policies and economic conditions down to as few as 59 weeks. They also are pressing to require people receiving unemployment to enroll in GED classes and allow states to condition benefits on the passage of drug tests.


You can almost bet that Republicans will load up ANY bill with pork barrell spending or something else unacceptable just to stop any bill that helps the American people from passing.
Any bill loaded with spending will be welcomed by the Dems.

The fund since 2010 is paying out more than it is taking in, along with Medicare. If you have 1,000 in the bank and you are withdrawing $50, but only putting $25 in to it, what is going to happen? Come on, easy for even liberals. Eventually, you run out of money. Then, what happens if you take $50 out and only put $15 in? That's right, you run out of money faster. You can tax every single millionaire and take every penny they make and you still cannot pay for one year's deficit from obama. If we keep taking from SSI, it will run out of money sooner. Mark, here is the thing about Social Security. People pay into it to get benefits out when they retire. If politicians keep their hands on that money then the money will be there when they retire. The only thing that reducing the amount that we pay into Social Security does is make it take longer for us to reach the cap on how much we can draw out in benefits. I've still got 25 years to retirement, but thanks to fairly well paying jobs early on in my life I've already maxed out that cap and regardless of how much I pay in at this point I will never get any more money out of it than if I retired right now. Other than the whole having a penalty to your benefits if you retire early. To get full benefits right now I'd have to become disabled.
In short the 2% reduction has no effect on me in the long term, but in the short term I lost those high paying jobs to the recession and am now working for half what I was. Considering I am getting paid less an hour and working fewer hours.
We must CUT SPENDING NOW. This idea of addressing our country's economic mess with tax hikes is just naive. As Obama continues to campaign and Reid...well he just does NOTHING; our country slips closer to economic ruin.

The government can spend money on unemployment - or - the government can spend money on welfare and food stamps - or - the government can spend money on works projects to provide employment.
Otherwise, when unemployment is high enough - you will begin screaming for government spending to protect you from the unemployed. You will be screaming for government spending for prisons to warehouse the unemployed.
No matter what the government is going to be required to spend money. The money can be spent productively to provide employment for people - or - the money can be spent unproductively to warehouse and control the unemployed.
Raise the cap on income subject to the tax and it will easily be paid for. In fact, it could easily make the system solvent for many years to come.

Starving SS of funds is another way of turning it into a means tested, welfare for the elderly program (which I actually endorse). However this is not the way to do it. Be upfront, man up, and be honest with the American people about it.

However I will address your initial topic of raising taxes. It's as simple as the old saying, "first things first". Logic would dictate that we address our SPENDING problem first. I think we might agree there but hard to tell where you stand. I'm fine with taking a look at the tax issues and believe there are areas that could increase tax revenues. But that is for later AFTER we've CUT off Obama's credit card.
Why would you expect this from Republicans when the Dems (Reid & Obama) REFUSE to address the bigger problem of SPENDING? Are you okay with how Reid does NOTHING? I can only assume that if ones payment into social security is reduced that ones possible benefit will be reduced accordingly. One may not realize this until it is time to receive benefits. If the program were managed properly then there should be no negative financial consequences as far as the government is concerned. If the payroll tax it permanently eliminated then the social security system will phase our. The day will come when no one is eligible to receive any benefits. What the President wants is a good way of starting to get rid of the entire social security system.

With regards of unemployment benefits, why is everyone so up in arms about how to pay for them. There should be plenty of money in the till. You have over 150 million people contributing, but only 8 million pulling from the fund currently. Once again, the government making an entitlement out of something that we are all reguired to pay regardless if we use it. Luckily I've never had to draw, but would like to know it's there should I need and as long as I need it.

Brewer in Arizona didn't like the new zones an independent group had agreed on, so she tried to get rid of the president of that group making their decision null and void. So far, she hasn't been able to do so. This year is shaping up to "the perfect storm" on our voter rights and the only thing we'll have left is our VOTE! Just think for a minute. If you took 1000 billionaires and or big companies who have incomes or profits over say 5 billions dollars. Take 1 billion dollars away from each. If you are referring to the debacle on requiring health insurance to cover brith control, constitutional experts have already said the rule is on firm constitutional ground. It's the same as thing as requiring religious institutions to follow child labor and civil rights laws. Or, say, not allowing Mormons to practice polygamy.
Churches can be separate from the state but still required to meet minimum standards of civilization.

It's not most Catholics who are up in arms, only a few Bishops, and every Republican in congress and pretending to run for President. Most of the Catholics actually want birth control covered. Polls of Catholics show a higher percentage backing the coverage than the US population as a whole, although both groups are in favor of it. 98% of catholics say they use birth control.
Those opposing are the ones blowing it out of proportion, and guess what, it's Republican politicians for the most part. I don't ever blindly blame, but groups that are responsible will be pointed out.
And constitutional experts have already stated, this is not an over-reach, and is constitutional.
I believe in two things in regard to things like this. Keep an open mind, and keep informed.
IT IS MOST of the Catholic HIERARCHY, Jon, that are up in arms and MOST are still against the mandate. Your polls are silly and deflective in nature (especially considering they most likely came from CBS and New York Times. LOL) Contraception is NOT the issue. Access is NOT the issue, even though liberals like to use it as the vehicle of their rallying cry to promote their agenda, to pull on the heartstrings of everyone else. There are free health clinics in nearly every city in America where ANYONE can get FREE contraceptive devices. This is about power and governmental overreach. It is NOT mine, yours, an employers, the Catholic church, or insurance companies' responsibility to PAY FOR the contraception of others. This is about forcing religious institutions to bow down to the heavy hand of the government, even if it means FORCING those instititutions to engage in activity that is against their doctrine.

More cuts to social security. That's what this is. Putting social security money into the hands of people to use any way they want. Too bad they didn't allow people to do that long ago--but this has always been a political club with which to beat each other over the head. I can't believe AARP is relatively silent about this.
AARP is silent because they understand how Social Security works and realize that this is going to have almost no impact.
A nearly 20% reduction in SS income will have no impact? You don't really believe that, do you? If true, why is it so bad to make this long term and allow private investment of that percentage reduction in the payroll tax currently in place and being used as a political football?

In all fairness. While I agree with a lot of what you are saying. Obama has increased the deficit as he is trying to buy our way out of hard economic times. The best solution for any economic downturn is for the government to start spending more to increase demand and stimulate the economy.

This is a prolonged economic recession that is causing the deficit to soar. But if the government cut spending it would come back to hurt the individual even more.
Sure, the deficit has gotten worse in these past 3 years. But what really cause the deepening of the deficit? Continued big tax cuts for the rich, continued subsidies for oil industries and big corporations, continued squandering of tax payers' money on both sides, etc. However, one thing is very clear, the Obama admin spend money on behalf of the middle class and the poor while the far right harvest tax payers' money to enrich the already very rich only. One thing that the far right will never give president Obama credit for is that he really has a better sense of economy than any far right nuts. He knows only money can make money. Economy is motored by the constant flux of money being exchanged. You can not grow the economy without sufficient spending. The gwbush/cheney admin pushed the middle class to the brink of bankrutcy. Hardly anyone has enough to survive other than the rich. How can economy grow when 99% of the population don't have enough spending power? The far right can twist anything and say whatever garbage they want. But the fact reminds the fact. President Obama's stimulus plans have worked albeit with so much sh*t and resistance from the far right. If we don't show our creditors (ie China) that we can reign in the SPENDING...we will be forced to make DRASTIC cuts. I always hear proposals to cut the gov't workers pay and have them contribute more. If that is a solution that they find acceptable then I think, as an act of good will and compassion, that Congress should agree to cut their pay and benefits along with the other gov't employees. I also think that when they change Medicare then they should be obligated to participate it the program in lieu of thier Federal BCBS plan that they get paid for after they hit age 65 too.
I've always felt that if we forced our politicians to use Medicare that we would see major changes in a hurry. They are currently shielded by knowing that they don't have to suffer under the health care coverage that they push off on others.
Instead we pay a ridiculous amount of money for our politicians to have A+ health care while they wring grandpa and grandma dry for sub-par coverage.

I keep hearing about doctors who will have to shut down their practice and go on the unemployment line if they don't get to keep charging Medicare excessive amounts for the services they provide. Really? I keep hearing about doctors who will no longer accept Medicare patients if their reimbursement rates are reduced. Really? The last doctor I ran across driving anything other than a Mercedes, BMW, etc. and living in a 5,000 square foot house on the good side of the tracks was my pediatrician who made house calls, and that was a long long time ago. Hows about the AMA give us a list of the doctors who are impoverished or will be ruined by this reimbursement reduction, so we can check out how they are living and what they are driving for ourselves.
Doctors are a key subset of the 1 percenters, and they need a haircut just as bad as the rest of those thieves, if not more so. Unless I'm mistaken doctors have to be licensed by any State they wish to practice in. So, its really very simple. Doctors serve Medicare clients or they get their license revoked. We have all these crap laws that put the thumb on the average Joe. its about time we turn the screws on these greed merchants and call their bluff. And if nothing is done about any of this, all those poor struggling doctors the AMA wants us to believe exist should be more than happy to get some cash by serving Medicare clients at a reasonable rate, so whats the problem here. Reduce the reimbursement rates now. After all, isn't cost reductions what our conservative friends want, unless of course its one of their kind being affected.
Lastly, doctors deserve to make a very good living given the effort they have to put into getting their degree and the limits on their personal life some of them have to endure. But, just like the CEO's and other corporate big shots hauling in 100's of times more than their average employee, the party is about to end for those guys as well as all greedy doctors.

You can not be a true fiscal conservative and favor the continuation of this tax cut. A true fiscal conservative is against debt, not just spending. Reducing spending does no good if you also reduce your revenues. The problem we have had in this country is that both parties have been getting their way for too long. Increased spending on social programs, coupled with reduced revenues from successive tax cuts are quickly bankrupting this country. The amazing thing is this - The President is asking for a 3.8 trillion budget. 1.3 billion of that is debt. 30 cents of every dollar in that budget is to pay the interest on our existing debt, or 1.2 trillion. If we had no debt, we would be within 100 billion dollars of balancing the federal budget.
Our debt is killing us, so to solve the problem, our leaders are accumulating more debt!
You can't spend more than you bring in. In any budget that means looking at all your expenses and start slashing away. The easiest targets are always the biggest expenses (SS and Medicare). Much like a house budget, one might think your mortgage or rent and car payments are your highest costs. So it might mean having to downsize your house and turn in your newer car for an older car. Both things are hard to do, but HAVE to happen to balance your budget.
No one wants to talk about revamping SS or Medicare because at some point a generation will not get what a previous generation got. It's also positioned as "conservatives hate old people and poor people". I guess my older children could have said I hated them because I had to move into a smaller house when they were in their teen aged years.
We have both Dems and Republicans to thank for our situation. Neither party is being honest with the people or themselves. Neither party is responsible. But, I'd rather vote for the party that at the very least is recognizing that we can't spend more than we take in. Also, upping taxes on the rich will not solve the problem, it's a mathematical impossibility.

THE GOP has to stop insulting the intelligence of the American people with this new belly ache about how the unemployment insurance payments will be paid. Have they consider the fact, that 92% of Americans are holding down a job every week. We are also paying into a unemployment fund; that we will not see any of, because we're still working.
A lot of workers go from job to job without receiving any payments during their working years, because they're are not out of work long enough to receive the benefits; in the way, of monetary payments.We cross over to higher paying positions, or better paying jobs. EX: A worker's company has put in at least $50,000 on the worker's behalf into the fund; the worker gets laid off for six months, to a year; they never see all of that $50,000.
The fund is being supported by those of us who are still working, and the balance of that money is still in the fund. Now unless the States collecting the money, is doing something with the money; ( BORROWING FROM THE FUND), it should be more than enough, to pay out to those, who have a need, to be receiving these benefits.

But then, I am not going to cry about it because my mortgage is from my local bank and it will not effect me except I will get the tax cut but will not have to pay it back while those of you that have your mortgage with fannie or freddie will and you will have to pay this back at 1% added to your mortgage for the life of the mortgage. DO YOU HAVE A 20 OR 30 YEAR MORTGAGE?

I like the way our SS is listed as an entitlement, well the so called congress their salary to me is an entitlement, for not doing their job. The SS benefits when this started by Roosevelt, was listed in the FDIC, no one could touch the funds, but guess what the greedy in congress removed it from the fdic in 1963, and it has continued through the years. I guess Congress does not realize that we as americans are not stupid, we are not sheep even though they think we are.

WASHINGTON (AP) — When a president introduces a budget, there are always phantoms flitting around the room. President Barack Obama's spending plan sets loose a number of them.
It counts on phantom savings from the wars in Iraq and Afghanistan. It's underpinned by tax increases Republicans won't let happen and program cuts fellow Democrats in Congress are all but certain to block.
And it assumes rates of growth that the economy will have to become strikingly undead to achieve.
A look at three budget ghosts, sometimes known as gimmicks:

1) BUDGET: Claims about $850 billion in savings from ending the wars and steers some $230 billion of that to highways.
REALITY: There is no direct peace dividend from ending the wars because the government borrowed to pay for them. The government would have to keep borrowing that amount of money to have it to spend on something else.
2) BUDGET: Forecasts healthy growth in years ahead, with GDP growth predicted to reach a robust 4 percent in 2014 and 4.2 percent in 2015.
REALITY: It's obviously too soon to know, but reputable private forecasts are not nearly as rosy as the administration's assumptions, and their track record tends to be better. They are generally forecasting a percentage point lower or close to that, a huge difference, and don't see reaching 4 percent growth in the foreseeable future.
3) BUDGET: Assumes taxes will go up on the rich, tax breaks will end for the oil and gas industry, and spending will be cut for programs the president is willing to sacrifice.
REALITY: Tax increases are a non-starter before the election, with Republicans standing in the way, so sweeping parts of Obama's budget plan are little more than a campaign platform laying out what he would try to get done if re-elected.

The 2 percentage point cut in Social Security taxes paid by employees (from 6.2 percent to 4.2 percent). The extension is paid for by charging an additional 0.1 percent in fees for banks that issue mortgages backed by Fannie Mae or Freddie Mac for 10 years.

Most people have been between jobs at least once in their lives. .....and guess what, if they wanted a job bad enough, they found a job. Now that we have this Socialist President doling out entitlements like penny candy, it's easier to stay home and become dependent on this Far Left government. They like it because it gets votes. I once mowed lawns for two months, between jobs. I wasn't proud of it, but it paid the bills until I found a better job. ...and I didn't apply for unemployment. slodon I know how you Repubs hate unemployment insurance (until you need it), but understand, it does not cover the bills. It is an emergency fund that helps but is not enough to live on without savings. You still have to have your own emergency fund to get through any stretch of job loss. Also understand that not everyone is qualified to become employed in North Dakota. I am. And I will go work with your neighbor if I have to.
Dave D You did not apply for unemployment benefits because you were not covered by your previous employer. If you were covered, you would have collected benefits. It is an insurance policy. If somebody wrecked your car or your house burned down, would you refuse payment from the insurance company? NOT A CHANCE!

It is more common than not to leave the family at a home base. All we can do is travel for a while hoping that work comes back to our home areas. When it does, we go work at home.
